Investigating the changes residential rooftop solar customers make to their demand and energy usage when they take service on a demand rate, and the impact those changes have on their bills and the utilities' cost of service.

The E-27 demand rate significantly improves the alignment of costs and revenues for rooftop solar customers. Solar customers change their energy use when taking service under the E-27 demand rate such that instead of a $50 bill increase, they see only a $19 increase on average, with 26% of E-27 customers actually having a lower bill on E-27 than they would have if they were grandfathered onto the basic rate.

The results of this study are for the first full fiscal year after customers installed solar, and follow-up research may be warranted to determine if results apply to future years.
