The article concludes that the 'carbon fee' model used by the Southeast Ohio Public Energy Council (SOPEC) could serve as an innovative approach for other community choice aggregation programs to deploy local solar PV energy, offering a unique path forward for CCAs to invest in locally installed solar energy through an incremental fee structure.
