To explore an efficient image compression method which can output variable rate by one single model with optimized rate-distortion (RD) performance.

The proposed method can provide a range of available compression rates by only one single model trained for once time, outperforming traditional commercial image codecs and recent CNN/DNN methods. It can strictly control the rate to generate the target result.

The non-differential quantization operation in image compression makes it impossible to optimize the network using gradient propagation. An accurate rate term is difficult to obtain when minimizing the rate-distortion loss.
