    摘要: In this paper, we examine the potential of interferometric analysis using L-band synthetic aperture radar (SAR) for flood monitoring. The integration of amplitude and interferometric coherence is one of the novel methods for flood monitoring in urban area. However, its accuracy has not been evaluated especially in case of L-band SAR data. Here, we used the 2015 September flood in Joso city, Ibaraki prefecture, Japan for the evaluation of the latest L-band SAR satellite ALOS-2 PALSAR-2.

At last some examples of flood disaster monitoring in recent years based on the GF data are introduced.

    摘要: This paper presents a cost-effective system-level restoration scheme to improve power grids resilience by efficient response to the damages due to natural or manmade disasters. A post-disaster decision making model is developed to find the optimal repair schedule, unit commitment solution, and system configuration in restoration of the damaged power grid. The physical constraints of the power grid, associated with the unit commitment and restoration, are considered in the proposed model. The value of lost load is used as a viable measure to represent the criticality of each load in the power grid. The model is formulated as a mixed-integer program and, then, is decomposed into an integer master problem and a dual linear subproblem to be solved using Benders decomposition algorithm. Different scenarios are developed to analyze the proposed model on the standard IEEE 118-bus test system. This paper provides a prototype and a proof of concept for utility companies to consider economics of disaster and include unit commitment model into the post-disaster restoration process.

  • Solar/Photovoltaic dc Systems: Basics and Safety

    摘要: This paper presents the framework established to facilitate cloud-hosted robot simulation. The framework addresses the challenges associated with conducting a task-oriented and real-time robot competition, the Defense Advanced Research Projects Agency (DARPA) Virtual Robotics Challenge (VRC), designed to mimic reality. The core of the framework is the Gazebo simulator, a platform to simulate robots, objects, and environments, as well as the enhancements made for the VRC to maintain a high fidelity simulation using a high degree of freedom and multisensor robot. The other major component used is the CloudSim tool, designed to enhance the automation of robotics simulation using existing cloud technologies. The results from the VRC and a discussion are also detailed in this work.

    摘要: This paper presents a signi?cant change in current electric power grid response and recovery schemes by developing a framework for proactive recovery of electric power assets with the primary objective of resiliency enhancement. Within the proposed framework, which can potentially present the next generation decision-making tool for proactive recovery, several coordinated models will be developed including: 1) the outage models to indicate the impact of hurricanes on power system components; 2) a stochastic pre-hurricane crew mobilization model for managing resources before the event; and 3) a deterministic post-hurricane recovery model for managing resources after the event. Proposed models will be extended to ensure applicability to a variety of electric power grids with different technologies and regulatory issues. The theoretical and practical implications of the developed models will push the research frontier of proactive response and recovery schemes in electric power grids, while its ?exibility will support application to a variety of infrastructures, in response to a wide range of extreme weather events and natural disasters.

    摘要: As wireless communication has become completely integrated into people’s day-to-day lives, so has its reliance on wireless connectivity. The Centers for Disease Control reports that in 2013 39.4% of the U.S. population did not own a traditional wired telephone. While the convenience of a wireless phone is clear, it has created a situation where it is the only communication device that people have during a natural disaster. Far too often during disasters communications with these devices fail, often occurring in one of two ways. First, natural disasters destroy the network hardware that provides the required network connectivity. Second, as people need these devices for safety and security, the network that these devices utilize becomes overloaded. The research in this paper provides evidence that there is a statistically measurable increase in wireless communication traf?c during a severe winter storm. This empirical study explores the increase of voice minutes of use and text messaging during a severe winter storm.

    摘要: A wireless multihop infrastructure (WMI) employs homogeneous and easily deployable wireless routers to facilitate disaster-resilient Internet access in smart cities, emergency situations, and the Internet of Things. On the other hand, however, a WMI is subject to energy constraints, carries unbalanced traffic, and has weaknesses in terms of maintenance, such as the lack of human management. Therefore, efficiently sharing network tasks and energy consumption in a WMI are essential to network sustainability. In this paper, we consider the problem of explicit differentiation presentation for improving network sustainability, which involves two aspects. One is the problem of quantifying the differentiation of network activities and energy consumption. The other is the problem of utilizing the differentiation factor of each node for routing operations so as to regulate network packet flows for sustaining Internet access in a WMI. We examine the differentiation of network activities and energy consumption in WMIs by considering network activities, including not only packet transmission and reception but also packet overhearing, and other types of energy consumption. Based on the quantification of energy differentiation at each base station (BS), we design a novel router metric that enables an efficient sharing of network activities among BSs. The theoretical analyses of energy differentiation were validated based on the packet-level simulation. The simulation results demonstrate that our proposed router metric based on energy differentiation outperforms various other competitive metrics of multihop wireless networks to improve network sustainability for different network models.
