The technical note derives a novel solution for a class of output feedback H2 control problems with quadratically invariant communication delay patterns, characterizing all stabilizing decentralized controllers via doubly-coprime factorization and casting the H2 problem as a convex model matching problem. The main theorem shows that for a doubly-coprime factorization based on the LQR and Kalman filter gains, the model matching problem reduces to a quadratic program, with a solution based on vectorization also presented.

The solution is less explicit than those available for state feedback or special cases of output feedback. The method's applicability to more general explicit solutions and its realization and computation in a distributed fashion remain open problems.
