To address the issue of irrational profit and cost allocations in the development of Chinese distributed PV systems by calculating the levelized cost of energy (LCOE) for PV, determining the optimal system operation strategy, and establishing a cost allocation model based on cooperative game theory.

An inverse relationship is found between the LCOEs and solar radiation. The utility grid should be subsidized the most among the participants. The percentage of costs assigned to the utility grid and government should increase with the expansion of battery bank. The electricity price is positively associated with the PBI calculation results.

Some benefits and losses to the participants from distributed PV are not considered, such as the benefits to the government from the reduction of health damage costs and stimulation of the development of related industries.
