  • Replacing Flat Rate Feed-in Tariffs for Rooftop Photo-voltaic Systems with a Dynamic One to Consider Technical, Environmental, Social and Geographical Factors

    摘要: A flat rate feed-in tariff (FiT) is a traditional incentive offered by many utilities around the world to encourage their customers to invest in electricity generation from renewable sources such as rooftop photovoltaic systems (RPVs). It is designed by financial techniques that mostly consider the initial capital cost and electricity spot price. However, such an incentive cannot help the utilities to address the technical challenges in networks with large renewable penetration. In this paper, a dynamic FiT is designed based on the value of electricity, hosting capacity, ambient temperature and time of day. The developed method uses Fuzzy logic to convert these parameters into a time-varying FiT. This FiT will specifically support utilities that experience challenges in the electrification of remote areas or observe excessive stress on their networks at demand peak periods. The proposed FiT encourages the rural customers to install RPVs while discouraging the urban customers from installing RPVs without battery storages. The performance of the developed FiT is validated numerically and its capability is evaluated by analyzing the annual revenue, net present value and payback periods.

  • Assessing the Effect of Incentive Policies on Residential PV Investments in Colombia

    摘要: As the cost of solar photovoltaic (PV) falls, their potential for transforming modern electricity generation increases. Solar PV provides a simpler way of producing clean and affordable energy, which makes it an attractive investment. Great investments in solar PV have occurred in industrialized countries, but government efforts to promote this technology have not been effective in nonindustrialized countries. Despite this, some of these countries may have a high solar PV potential, such as Colombia, where policies to encourage solar PV are only just starting to take place. Therefore, this paper proposes a simulation model to assess different policies—feed-in tariff, net metering, and capital subsidy—to promote solar PV investments in the Colombian residential sector. Policies are assessed considering the criteria of efficiency and effectiveness. Simulation results suggest that (i) net metering is the most efficient policy with a cost indicator of 20,298 USD/MW; (ii) feed-in tariff is the most effective policy as it reaches the highest level of avoided CO2 emissions—4,792,823 million tons of CO2—and a meaningful PV installed capacity of 7522 MW; (iii) capital subsidy is the least efficient policy as it has the highest cost indicator of 509,616 USD/MW.

    摘要: The policy transition process of any subject has mainly 4 consecutive steps to implement: making the policy decision, forming the amendments and new legislations, defining the incentives and starting the investments. Then, the amount of these investments and their turnovers reveal whether the sector has grown successfully and sustainably. Consequently, forming reliable and effective amendments, legislation and incentives is the key for the success of any policy. Solar electricity market in the trade of electricity production via the renewable energy policy transition is a good example and barometer for the importance and success of policy making processes, especially after the new legislations and incentives. Thus, the question arises on whether a country having less solar radiation and stronger incentives performs better than a country having abundant resources but inefficient legislation or vice versa. When the global success stories and good practices on solar energy are analyzed, it is comprehended that they are achieved by the countries whose legislation and incentives are defined in the most reliable and fastest way possible. Subsequently, both the solar market and industrial growth are directed by the quality of legislation and incentives, mainly the feed-in tariff schemes. Others are the easiness of the bureaucracy by minimizing the paper works and lowering the soft costs of projects. All make the solar electricity sector much more competitive and widespread. This study analyzes the effect of the improvement of legislation and incentives on the maturation of Turkish solar electricity sector and the link between the growth of the sector and proper legislation and incentives practices. Necessary amendments are done as needed using the feed-back obtained from the practice in the field. As the frequency of the amendments to form better installed power has increased, the amount of legislations increased too. Moreover, the number of the industrial plants manufacturing PV modules has increased with a similar trend. This study checks the scope of this relation by questioning whether it is worldwide or depends on any other sui-generis situations of specific countries. As a result, it can also be argued that the major catalyzer of PV market expansion and industry development in Turkey is the strong, usable and to-the-point legislative and incentive schemes in parallel with global best practices.

  • Dual Battery Storage System: An Optimized Strategy for the Utilization of Renewable Photovoltaic Energy in the United Kingdom

    摘要: The increasing world human population has given rise to the current energy crisis and impending global warming. To meet the international environmental obligations, alternative technological advances have been made to harvest clean and renewable energy. The solar photovoltaics (PV) system is a relatively new concept of clean technology that can be employed as an autonomous power source for a range of off-grid applications. In this study, the dual battery storage system is coupled with a solar PV system and a low voltage grid, bene?tting from the feed-in tariff (FIT) policy. The main outcomes of this study are: (I) A novel dual battery storage system for the optimal use of the PV system/energy is proposed; (II) The problem is formulated in the form of a mathematical model, and a cost function is devised for effective cost calculation; (III) An optimal cost analysis is presented for the effective use of PV energy; (IV) real-time data of a solar PV taken from the owner and the demand pro?le collected from the user is applied to the proposed approach, with United Kingdom (UK) tariff incentives. This system works in a loop by charging one system from the solar PV for one day, and discharging the other system. This model gives certainty that power is exported to the grid when the solar PV generates an excess amount; batteries are utilized during the peak hours, and power is purchased when the demand is not met by the batteries, or when the demand is higher than the generation. This study examined the economic knowledge of solar PV and battery storage systems by considering the FIT incentives.

  • Energy assessment and economic sensitivity analysis of a grid-connected photovoltaic system

    摘要: This paper presents techno-economic assessment results of a grid-connected photovoltaic (PV) system for domestic building application. The PV system electricity output, energy conversion ef?ciency and cell temperature are explored based on the local weather condition, the system life cycle cost is evaluated with full account of the life of assets, volatile economic ?uctuations, uncertainty in?uence factors, net present value (NPV) and discounted payback period (DPP) under Feed-in Tariff (FiT) scheme, the annual savings and payback time are compared for the FiT and new Smart Export Guarantee (SEG) schemes. Technical analysis results indicate that the system is capable of ful?lling the building electrical energy demand from April to October, and the extra electricity of 1530.23 kWh is exported to the grid in this period. The life cycle cost assessment results illustrate that the system achieves a NPV of £1335.32 and has a DPP of 9.34 years under the FiT scheme. Moreover, the sensitive analyses reveal that the high discount rate decreases the system NPV whereas the high initial cost leads to long payback period to realize the positive NPV. Furthermore, the FiT is the most cost-effective solution for PV system and has the shortest DPP compared with the SEG.

  • Extracting issues significant to valuing electricity from small photovoltaic systems using quantitative content analysis

    摘要: The feed-in tariff (FIT) scheme for small photovoltaic (PV) systems is fast approaching its closure or expiration in many countries. One of the issues after the closure of the FIT will be to determine the selling price of the surplus PV generation, for which valuing the surplus PV generation is essential. This study extracted issues significant to valuing electricity from PV systems by using quantitative content analysis in four states in Australia, where the local economic regulator conventionally estimates the value. Through quantitative content analysis, the region-specific issues relevant to each state were extracted. For example, forecast of wholesale price is the most significant issue in Victoria, where the methodology was not clear and the avoided wholesale cost tends to be overestimated. Similarly, in New South Wales and Queensland, merit order effect was the most significant issue among the stakeholders, where PV installation was higher than that in the other states. Thus, the proposed analysis method can be used to extract the issues relevant to valuing the electricity from PV generation.

  • Dynamic feed-in tariff pricing model of distributed photovoltaic generation in China

    摘要: Because China's long-term constant photovoltaic (PV) feed-in tariff policy has not been able to adapt to the decline in the cost of PV equipment, and too broad regional pricing will hinder the development of distributed photovoltaic generation (DPVG) to some extent. Therefore, this paper will re-evaluate China's solar resource endowments into five regions, and based on the accounting cost method, combine the learning curve of PV equipment to accurately measure the dynamic unit generation cost of distributed PV. In addition, considering the reasonable returns to investors and tax factors, this study has obtained a dynamic feed-in tariff model for DPVG. A case study based on the model shows that the results of feed-in tariff is reasonable and effective, and the government should adjust the feed-in tariff more frequently according to the feed-in tariff pricing model in this study.
